Avaz Alakbarov was born on July 23, 1952 in Western Azerbaijan. After leaving the secondary school, he \u00a0entered\u00a0 Azerbaijan Institute of National Economy in 1969, graduated from the accounting and economics faculty of the same institute in 1973, and worked as an accountant at the Baku Main Construction Department, majoring in economics. Then he served in the army.<\/p>\n

In 1975, he worked at the Ministry of Rural Construction of Azerbaijan as an economist, senior economist, head of the planning department, deputy head of the trust on economic issues. He graduated in 1980 from the Kuibyshev Moscow Institute for Management Training. Since 1981, he has worked as a senior clerk and deputy director of the Economic Department of the Council of Ministers of Azerbaijan. Since 1991, he has been the Chairman of the Board of the newly established Pension Fund of the Republic of Azerbaijan. Since 1992, he has been the chairman of the State Social Protection Fund of the Republic of Azerbaijan.<\/p>\n

In 1999, he was appointed Minister of Finance of the Republic of Azerbaijan by National Leader Heydar Aliyev, and held this position for 7 years. He made efforts in the formation of economic policy, budget-tax, and monetary-credit and social policy in the republic. Under his direct initiative and leadership, the first “Tax Code”, “Law on Budget System” and “Law on Social Insurance” were developed and implemented. He was a member of state and government commissions. He has represented our country at international and bilateral conferences and events in the United States, the United Kingdom, China, Turkey, Switzerland, Belgium, Norway, Russia, Saudi Arabia, Denmark, India and other countries. As co-chair of the Azerbaijan-US Interstate Economic Commission, he has contributed to the establishment of economic relations. He has been the Director of the International Monetary Fund, the Islamic Development Bank, the Black Sea Trade and Development Bank and the Asian Development Bank for Azerbaijan. He was the Chairman of the Supervisory Board of the International Bank of Azerbaijan and the United Universal Bank (Kapital Bank).<\/p>\n

In 2000-2013 he was a member of the NAP Political Council. He is currently a member of the Political Council and the Board of the Nasimi district branch of \u00a0New Azerbaijan Party.<\/p>\n

He is cirrently an instuctor of the department of “Finance and accounting”.<\/p>\n

Scientific activity<\/strong><\/span><\/p>\n

On September 30, 2003 at the Institute of Economics of\u00a0 Azerbaijan National Academy of Sciences, in Baku on “Problems of formation and development of social insurance in Azerbaijan in market conditions” (supervisor famous economist, doctor of economics, professor, honored scientist Tofig Guliyev, official opponents: Doctor of Economics, Professor Kamil Shahbazov, Candidate of Economic Sciences, Associate Professor Adila Gozalova, leading organization Russian Academy of Labor and Social Relations) he defended his dissertation and got PhD in Economics. But he defended his doctoral dissertation on “Problems of financial and budgetary regulation of socio-economic development” at the One-time Dissertation Council established by the Supreme Attestation Commission under the President of the Republic of Azerbaijan on January 15, 2008 (official opponents are corresponding member of ANAS Ali Nuriyev, doctor of economic sciences), Professor Mammadhasan Meybullayev and Doctor of Economic Sciences, Professor Rafig Aliyev, leading organization (Scientific Research Institute of Economic Reforms of the Ministry of Economic Development of the Republic of Azerbaijan), and was awarded with the title of Doctor of Economics and engaged in scientific activities. He is the author of more than 80 scientific works, including 5 monographs, a bibliographic book, a textbook and 4 textbooks. Both his candidate and doctoral dissertations were completed at the Institute of Economics of ANAS. He has more than 500 articles on socio-political and economic issues in the world and national media. Since February 2016, he has been the head of the \u201cFinance and Financial Institutions\u201d department and the chairman of the \u201cProfessors Club\u201d presidium \u00a0of\u00a0 Azerbaijan State University of Economics. He has contributed to doctoral students and candidates for a degree as a scientific supervisor and scientific adviser for getting 5 doctors of philosophy and 2 doctors of economics titles. By the decision of the Presidium of the Supreme Attestation Commission under the President of the Republic of Azerbaijan in 2019, he was awarded the title of Professor on “Finance and Financial Institutions”. The co-author’s monograph “Anatomy of the Global Economic Crisis” was published in large numbers in Moscow by the prestigious “Economy” publishing house. (Reviewers: Head of the Department of World Economy, Plekhanov Russian University of Economics, Honored Scientist, Corresponding Member of the Russian Academy, Prof. Khasbulatov R.I and Director of the Research Institute of the University of Finance under the Government of the Russian Federation, Honored Economist, Professor Perskaya V.V). At the 37th International Scientific Conference on “Socio-Economic Problems of Sustainable Development”, a full-text scientific article on “Study of the composite index for assessing the financial stability of the banking sector” was published in the Web of Science database. \u00a0On May 15, 2019, he was awarded the international title of “Ambassador of Peace” by the United Nations for his services to world science and economy.<\/p>\n

On July 20, 2017, by the Order of the President of the Republic of Azerbaijan, he was awarded the honorary title of “Honored Teacher” for his fruitful work in the field of education in Azerbaijan.<\/p>\n

He knows Azerbaijani, Russian and Turkish. He is married. He has two children and grandchildren.<\/p>\n
