Kanan Sabir oghlu Bagirov

Born in 1990 in Baku, Azerbaijan.

In 1996, he commenced his primary education at Secondary School No. 7 in the Sabail district of Baku, where he excelled academically, graduating with distinction in 2007. That same year, he was admitted to the Azerbaijan Cooperation University to pursue a bachelor’s degree in “Finance and Credit” within the Faculty of Finance and Accounting, which he completed in 2011. Subsequently, he obtained a master’s degree specializing in “Financial Control and Audit” at the Azerbaijan State University of Economics. Since January 2019, he has been pursuing doctoral studies in Demography at the Institute of Economics of the Azerbaijan National Academy of Sciences.

In 2000, Mr. Baghirov joined the Azerbaijan Child and Youth Peace Network as a volunteer and became a member of the UN Global Children’s Volunteers Group and the World Movement for Children. Between 2001 and 2007, he actively participated in a range of programs and initiatives, including campaigns addressing “Combating Iodine Deficiency,” “Landmine Safety,” “HIV/AIDS Awareness,” and “The Harm of Smoking to Human Health,” as well as efforts to promote children’s rights and submit alternative reports on the situation of children in Azerbaijan to the UN Human Rights Committee. Within these activities, he contributed as a volunteer, trainer, and assistant.

Between 2007 and 2011, Mr. Baghirov assumed multiple leadership roles. These included serving as PR Manager for the “Hopeful Future” Youth Organization, Specialist in the “Fun Sports Bus” Project, Monitoring Specialist in the “VMA Evaluation Program,” Manager of the “Juvenile Justice” Program, and Director of the Psychosocial Rehabilitation Center for Victims of Violence and Crime. Furthermore, he served as Director of the Administrative and Human Resources Management Department of the “Hopeful Future” Youth Organization. During this period, he was also a member of the Board of Directors of the Azerbaijan Child and Youth Peace Network (2007–2016) and the “Hopeful Future” Youth Organization (2010–2011).

From 2015 to 2021, he served in various capacities within public and non-governmental organizations. He was a member of the Public Council under the State Migration Service of the Republic of Azerbaijan from June 2015 to June 2017, subsequently serving as Secretary of the Council from 2017 to 2021. Additionally, he was a member of the National Preventive Mechanism Group under the Commissioner for Human Rights of the Republic of Azerbaijan between 2017 and 2020.

His contributions to migration-related initiatives earned him the “10th Anniversary Jubilee Medal” of the State Migration Service in 2017, and in 2019, he was awarded a special Honorary Certificate by the Chief of the Service.

From 2013 onward, Mr. Baghirov expanded his professional scope, including work as a coordinator for the UNDP project “Innovation and Employment Promotion in Azerbaijan,” an expert on the “Protecting Children’s Health” project at the Public Health and Reform Center, and a career counselor at the State Employment Service under the Ministry of Labor and Social Protection of the Population.

Since 2013, he has delivered independent training sessions for governmental and private entities on various topics, a practice he continues to this day.

Between 2017 and 2019, Mr. Baghirov participated as a trainer in programs focused on career planning and labor market integration under the State Employment Service. From 2019 to 2020, he served as a senior specialist at the State Employment Service and an expert for a project led by the Office of the UN High Commissioner for Human Rights. Since November 2020, he has held the position of Head of the Vocational Training Department within the State Employment Agency under the Ministry of Labor and Social Protection of the Population.

Since 2019, Mr. Baghirov has served as a lecturer at Baku State University and the Azerbaijan State University of Culture and Arts. In 2021, he joined the Azerbaijan State University of Economics (UNEC), where he continues to contribute to the “Career Planning and Development” Department. Additionally, during the 2020–2021 academic year, he lectured at the Academy of Labor and Social Relations, further demonstrating his commitment to education and professional development.

He serves as a lecturer in the “Career Planning and Development” Department at the Azerbaijan State University of Economics (UNEC).
