He was born in 1968 in Bilasuvar region.
In 1986, he left Chayli village secondary school of the Bilasuvar region.
He served in the military from 1987-to 1989.
In 1989 he entered the Baku branch of the Leningrad Institute of Finance and Economics named after N. Voznesensky.
In 1994 he graduated from the Azerbaijan State Economic Institute with a degree in Statistics. In 1994, he entered the graduate school of the Azerbaijan State Institute of Economics (by correspondence), where he successfully graduated, and in 2005 he defended his thesis on “Statistical study of foreign economic relations of the Republic of Azerbaijan” and received the degree of Candidate of Economic Sciences.
He continued his doctoral studies at the Azerbaijan State University of Economics.

In 1994-1997, he worked as an accountant at AEROSMIS.
In 1997-2000 he worked as a teacher at the “Management” department of the Baku Higher United Command School.
Since September 2000, he has been working as a senior lecturer at the “Statistics” department, and since 2008 as an associate professor.
He is currently an associate professor at the Department of Mathematics and Statistics, UNEC.
