He was born in 1954 in Masalli region.
In 1971 he entered the Azerbaijan Institute of National Economy named after D. Bunyadzade (now Azerbaijan State University of Economics).
He graduated from the same institute in 1975 with honours.
In 1986, he defended his thesis and received the degree of Candidate of Economic Sciences.

Since 1988, he has worked as a lecturer and senior lecturer at the “Economic Analysis” department of Azerbaijan State University of Economics.
Since 2001, he has been an associate professor at the department of «Economic Analysis and Auditing».
He is the author of 3 textbooks, 2 teaching aids, 6 methodical instructions and curricula and more than 40 scientific articles.
Married and has 3 children.
