PhD., Assoc.Prof. Ibrahim Gadim oghlu Guliyev
Born in 1967 in Shikhheybat village (Chatag village administrative unit), Tovuz region.
In 1992, he graduated from the Azerbaijan State Economic Institute.
In 2017, he defended his dissertation on “The Role of Price Regulation in Increasing the Efficiency of Agricultural Production” and was awarded the degree of Doctor of Philosophy in Economics. He is currently an associate professor in the Department of Public Administration and Social Innovations.
Throughout his career, he has authored or co-authored more than 100 textbooks, teaching aids, course programs, scientific articles, and theses. His contributions include the methodological guides “Real Estate Valuation” (2015), “Business (Enterprise Valuation)” (2015), and “Evaluation of Investment Projects” (2023), among others. He has also co-authored textbooks such as “World Market Prices” (published in Azerbaijani and Russian in 1997 and 1999), “Pricing” (2000, 2015, 2019), “Tariff Systems” (2018), “Assessment and Management of Economic Risks” (2011), and “Valuation and Management of Business (Enterprise)” (2021).
Additionally, he has translated notable works into Azerbaijani, including Thomas Nagle’s “The Strategy and Tactics of Pricing” (2009) and D.A. Chudakov’s “Prices and Pricing” (2011). Dr. Guliyev is the author of the first textbook in Azerbaijan on “Investment Project Evaluation” (2020).
Dr. Guliyev is one of the few researchers in Azerbaijan focusing on theoretical issues of property valuation. In 2009, he successfully passed certification exams organized by the International Finance Corporation, becoming one of the first specialists in Azerbaijan to receive an international certificate in “Valuation of Residential Real Estate.”

From 2008 to 2013, he led the Azerbaijan Society of Appraisers (ASA). Under his leadership, national appraisal standards were developed, approved by relevant state authorities, and implemented on January 10, 2010. He currently serves as an advisor to the ASA Management Board.
Dr. Guliyev is married and has two children.
