He was born on April 3, 1945.
In 1962-1971 he graduated from the Azerbaijan Institute of National Economy (now Azerbaijan State University of Economics).
He served in the army in 1964-1967.
In 1978 he defended his thesis. He is a candidate of economic sciences.
He has been an associate professor since 1982.
From 1987 to 2014 he worked at Azerbaijan State University of Economics as an assistant, teacher, senior teacher, deputy dean of the faculty, dean of the Faculty of General Economics.

He is the author of more than 70 articles, scientific-methodical textbooks and teaching aids.
He was awarded the Taraggi medal of the Republic of Azerbaijan by the decree of the President of the Republic of Azerbaijan No. 1429 dated April 24, 2006.
