She was born in 1961 in Astara region.
In 1968-1978 she studied at the secondary school No. 70 of the Nizami district of Baku.
In 1978-1983 she studied at Azerbaijan Institute of National Economy named after D. Bunyadzade (now Azerbaijan State University of Economics), where she graduated with honors.
In 1983-1985, she worked as an economist-engineer at BAIB.

In 1985-1988 she studied at the graduate school (full-time department) of the Baku branch of the Leningrad Institute of Financial Economics.
She defended her dissertation in 1990 and is a candidate of economic sciences.
In different years she worked as a laboratory assistant and engineer.
Since 2000, she has been working as a lecturer and senior lecturer at the “Informatics” department of University of Economics.
She is currently an associate professor at the department of “Digital Economy and ICT”.
She is married and has two children.
