Rashad Rahim oghlu Maharramov, born in 1984 in Baku, into an intellectual family, is a prominent academic and administrator. He began his education at Pilot School-Lyceum No. 70 in the Nizami district, completing his secondary education in 2001. In the same year, he enrolled in the Faculty of History at Baku State University, specializing in Regional Studies (with a focus on the Caucasus). He earned both his bachelor’s and master’s degrees with distinction, graduating in 2007.
After completing his studies, he fulfilled his mandatory military service from 2007 to 2008.
Dr. Maharramov began his professional career in 2002. In 2009, he joined the Academy of Public Administration under the President of the Republic of Azerbaijan. While at the Academy, he initially worked as a specialist in the “International Relations” department and later served as a senior specialist in the Faculty of Administrative Management. In 2014, he commenced doctoral studies in the Department of Political Science and Public Administration, specializing in “Political Institutions and Systems” (specialization code 5904.01). He completed his PhD program in 2017 and was awarded the degree of Doctor of Philosophy in Political Science in 2019.
During his tenure at the Academy, Dr. Maharramov actively participated in international projects on public administration organized by Germany’s GIZ Organization and Singapore’s Lee Kuan Yew National University.
Since 2014, Dr. Maharramov has been affiliated with Azerbaijan State University of Economics (UNEC). He began as a senior specialist in the Educational Methodical Center and, in 2019, transitioned to a full-time lecturer and program-specialization coordinator in the Department of Economics and Management at the UNEC Business School. In 2021, he was appointed as the Head of the Department of Career Planning and Development, a position he continues to hold while serving as a senior lecturer in the same department.
Dr. Maharramov has been engaged in teaching since 2013, initially serving as a part-time lecturer at Western Caspian University and as a 0.5 FTE lecturer at the Academy of Public Administration. Over the years, he has taught courses such as Modern Political Systems, Modern Diplomacy, Leadership and Organizational Behavior, Strategy, Organization, and Innovation, Soft Skills, Career Planning, Public Relations, and more.
His academic contributions include authorship of over 14 scientific articles and two course programs, with one article indexed in the SCOPUS database. He participated in the “Train the Trainers – Soft Skills” project conducted by the UNEC Lifelong Learning Center in Azerbaijan and Israel, earning certification as a qualified trainer. As part of this initiative, he provided training on soft skills to over 500 administrative staff and academic personnel at UNEC.
Dr. Maharramov also serves as the UNEC coordinator and mentor for the “Skills for the Future” project, which is implemented in partnership with the ASAN Innovation Center and other prestigious universities. Additionally, he is a member of the expert commission for the accreditation of higher education institutions under the Quality Assurance Agency in Education.
Fluent in Turkish, Russian, and English, Dr. Maharramov is married and the father of three children.
Dr. Rashad Rahim oghlu Maharramov currently serves as the Head of the Department of Career Planning and Development at Azerbaijan State University of Economics (UNEC) and holds the academic title of Doctor of Philosophy in Political Science.*
