Methodology for the Evaluation of Looses Azerbaijan incurred as a result of Armenian occupation was discussed
Scientific seminar dedicated to the discussion of the methodology applied to assess the looses and casualties Azerbaijan underwent as a result of military aggression of Armenia has been held at Azerbaijan State University of Economics (UNEC) on January 14.
The seminar attended by the members of “Working Group” on the Assessment of the looses and casualties Azerbaijan territories suffered as a result of Armenian occupation, members of the Parliament, Rectors, representatives of the related Ministries and Committees, as well as UNEC’s academic staff members started with the demonstration of the video showing the looses Azerbaijan incur.
Emphasizing the urgency of the issue, UNEC’s Rector, Professor Adalat Muradov spoke about our country’s material and moral looses during the Armenian-Azerbaijani conflict. He noted it is impossible to calculate the moral looses.
Chairman of the Board of the Eurasian Association of the Unions’ of Appraisers, Head of the “Working Group”, Member of Parliament and UNEC’s Professor Khanhuseyn Kazimi has made a speech on “Interpretation of Methodologies on the Calendar of our Tragedies and Assessment of our Looses and Casualties”. He said tens thousands of innocent Azerbaijani civilians were killed, our historical monuments were destroyed, provinces were completely destroyed as a result of attacks and massacres by Armenian-Bolshevik armed groups in Baku, Guba, Shamakhi, Goychay, Salyan, Ganja, Garabagh, Zangazur, Nakhchivan and other regions in the first decades of the twentieth century. Since 1922 the names of these provinces and settlements have been removed from the list once and for all.
K.Kazimli noted that preparation of a single methodology for calculating the cost of looses and casualties as a result of the conflicts, war and terror was proposed by Azerbaijan in international events. Under the agreements reached, taking into account the changes and amendments nominated by the members of the organization the “standard” that reflects methodology was adopted.
The “Working Group” has come to a final conclusion referring to the current assessment practices and standards in its activities, as well as the opinions of experts from abroad. The result was expressed in US dollars, based on the official rate of the Central Bank.
Speeches by the Chairman of the Public Union on Historical and Cultural Monuments Faig Ismayilov and member of the “Working Group” Mirzali Fataliyev were heard during the workshop. They provided detailed information about the methodology of conducting the assessment in addition to the qualitative indicators.
Seminar was followed with discussions. With the aim of the discussion of the issue in international organizations and to deliver the material and moral damage inflicted on the country as a result of Armenian aggression to the international community the working group was offered to be represented by the delegates of the international organizations. The participants stressed the importance of holding discussions with other universities. Rector of the University of Caucasus Ahmet Sanich has proposed to hold the next event in the University of Caucasus.
