About the Center 

To implement Decision No. SC 188 of the UNEC Scientific Council, dated July 14, 2023, regarding the establishment of the Foreign Languages Department, the “Foreign Languages” chair was dissolved on September 6, 2023. In its place, the independent structural unit “Foreign Languages Department” and the “Center for the Assessment of Foreign Language Proficiency” under its supervision were established. 

The center operates with a coordinator and an executive assistant and is located in Room 123 of UNEC’s Building No. 1 (Icharishahar). 

 

Activity Directions

The “Center for the Assessment of Foreign Language Proficiency” focuses on the following: 

– Assessing students’ knowledge in the subjects BACFL(XDİAK) -1, 2, 3, 4 across A1, A2, B1, B1+, and B2 levels based on the four core skills (writing, reading, listening, and speaking). 

– Preparing tests and oral examination materials aligned with the four skills and submitting them to the UNEC Examination Center. 

– Conducting regular monitoring throughout the academic year to improve the quality of teaching and implementing appropriate measures to address identified issues. 

– Analyzing examination results and developing and executing an action plan to resolve disputes. 

– Organizing “Placement Tests” at UNEC and offering paid placement tests nationwide. 

– Facilitating IELTS and APTIS (or other) exams conducted by the British Council (BC) at UNEC. 

– Collaborating with other structural units at UNEC to assess staff foreign language proficiency. 

– Conducting regular surveys among students to measure and enhance the quality of lessons. 

– Measuring the language proficiency of staff members within the Foreign Languages Department.

Responsibilities of the Center

– Preparing the activity program of the center and submitting it to the “Foreign Languages Department” at the beginning of each academic year. 

– Preparing or procuring “Placement Test” questions and ensuring their confidentiality. 

– Developing questions based on syllabi provided by the Foreign Language Teaching Center. 

– Preparing and submitting specialized teaching blanks to the “Foreign Languages Department” to monitor lesson quality. 

– Creating surveys to measure lesson quality and enhance student motivation and submitting them to the “Foreign Languages Department” for approval. 

– Ensuring that exams are tailored to the needs of students requiring special attention and care. 

 

Rights of the Center

– Proposing and implementing suggestions, programs, plans, and activities aligned with the center’s areas of operation to the “Foreign Languages Department.” 

– Assessing sample lessons of newly hired and hourly paid teachers. 

– Collaborating with relevant international organizations and institutions in foreign countries, studying international practices, and preparing proposals for the “Foreign Languages Department.” 

– Participating in foreign grant projects, including Erasmus+ programs, and submitting proposals for projects related to the center’s development.
