In order to enhance the management of the teaching process at UNEC, ensure the methodological coordination of instruction, and guarantee the implementation of the decision of the Scientific Council of UNEC dated 29.10.2025 (No. EC 203), the “Department of Methodological Support for Teaching” is established at UNEC as of 01.05.2026.
General information about the Department
Pursuant to the decision of the Scientific Council of UNEC dated 24.09.2021, the “Center for Evaluation and Management of Teaching Quality” and the “Teaching and Methodological Center” were merged on 23.11.2021 to form the “Center for Methodological and Quality Assurance of Teaching.”
The Center for Methodological and Quality Assurance of Teaching is one of the principal structural units of the Azerbaijan State University of Economics and serves as a coordinating body responsible for the organization, planning, management, and supervision of teaching-methodological activities aimed at preparing highly qualified economists in accordance with international standards within the framework of integration into the European education system. The objective of the Center is to provide organizational support for the teaching process and to create the necessary conditions for students to successfully master academic programs across specialties and specializations in which professional training is carried out at the University.
In its activities, the Center is guided by the Constitution of the Republic of Azerbaijan, the Law on Education of the Republic of Azerbaijan, the State Strategy for the Development of Education in the Republic of Azerbaijan, State Programs on reforms in the higher education system, the “Model Regulation on the Organization of Teaching under the Credit System in Higher Education Institutions,” the “Rules, instructions, regulations, and internal labor discipline governing the teaching process in higher education institutions,” the Charter of the University, normative legal acts, orders, directives, and instructions of the Rector, decisions of the Scientific Council of the University, this Regulation, as well as normative legal acts and scientific-methodological recommendations of the Ministry of Education of the Republic of Azerbaijan and other central executive authorities.
The Center operates on the basis of its annual activity plan. In carrying out its duties and exercising its rights, the Center collaborates with all faculties, departments, and structural units of the Azerbaijan State University of Economics, as well as with other scientific and educational institutions.
The main areas of activity of the Center include: ensuring the organization of the teaching process at a high level in accordance with existing standards and exercising control over it; coordinating the activities of all faculties, departments, and other structural units responsible for the implementation of educational standards and programs; providing the teaching process with teaching-methodological, didactic, and informational materials; offering organizational and methodological support for the application and use of modern teaching technologies in the educational process; and carrying out other activities as defined by this Regulation.

The Center for Evaluation and Management of Teaching Quality (CEMTQ) is a structural unit under the Rectorate of the Azerbaijan State University of Economics and, in accordance with the requirements of UNEC’s quality assurance system, performs functions such as preparing proposals for improving the quality of teaching and implementing development concepts, developing methodological recommendations for improving the content, forms, and methods of teaching-methodological work, and monitoring the quality of methodological materials related to the teaching process.
The Center also ensures the attestation of knowledge of bachelor’s and master’s students at UNEC, manages the appeal process related to results, regularly provides the University administration with information and reports on the conduct of colloquia and examinations, conducts scientific-statistical analysis of semester examination results, and submits proposals to relevant structures for the improvement of teaching.
Since the 2015/2016 academic year, the Center has been carrying out activities related to the development and implementation of modules of the UNEC Electronic University Model.
Date of establishment and legal basis: The Center for Evaluation and Management of Teaching Quality was established by Order No. 121/3 of the Rector of UNEC dated September 30, 2014. The Center operates in accordance with the Regulation approved by the Rector’s order.
Taking into account the necessity of improving the quality of teaching at UNEC, and in order to ensure the implementation of the decision of the Scientific Council dated 29.11.2019, a Teacher Training Center operating on a voluntary basis has been established under the Department for Quality Control of Teaching within TKQIM.
