In the Republic of Azerbaijan, student scholarships at higher education institutions are determined based on academic performance and are regulated by the relevant decrees of the President and decisions of the Cabinet of Ministers. As of January 1, 2023, the scholarship amounts are as follows:

The assignment and calculation of scholarships are governed by the “Rules for the Assignment and Payment of Scholarships to Doctoral Students, Students of Higher Education, Secondary Specialized, and Initial Vocational Education Institutions,” approved by the Cabinet of Ministers on February 5, 2016.

Named scholarships are established by the President of the Republic of Azerbaijan. For each academic year, the number of scholarships for each specialty is equal to the number of students admitted on a state order and at state expense in that specialty.

The list of students eligible for scholarships in the next semester is determined based on the results of the examination session, starting from the highest overall average academic performance. When determining the list of scholarship recipients for the same specialty in the same academic year, the language of instruction is not considered.
Students who have earned the right to receive a scholarship are categorized as follows:
If multiple students are contenders for the last spot on the scholarship list, preference is given to the student with the higher entrance exam score for the second semester of the first academic year, and in subsequent semesters, to the student with the higher previous semester’s overall average academic performance.
If the number of scholarships exceeds the number of students with passing grades, the remaining scholarships are allocated by the faculty’s scientific council to students of other specialties in the same course with the highest overall average academic performance for that semester.
Students admitted to the bachelor’s level on a state order with a score of 600 or more points receive an “excellent” scholarship in the first semester of the first academic year; in other cases, they receive a “regular” scholarship. For the fifth specialty group, students admitted on a state order with at least 85% of the maximum score receive an “excellent” scholarship in the first semester; others receive a “regular” scholarship.
Students admitted to the master’s level on a state order with a score of 112 or more points receive an “excellent” scholarship in the first semester of the first academic year; in other cases, they receive a “regular” scholarship.
Students studying at state expense or on a paid basis, including those who transferred from paid to state-funded status in accordance with existing legislation, and who have earned a scholarship based on academic performance, receive scholarships at the institution to which they have transferred, in accordance with the list of scholarship recipients for that specialty.
If a student is expelled, their suspended scholarship is awarded to the next student on the list for that specialty based on overall average academic performance.
If a student has an academic debt in the current semester, they lose the right to participate in the scholarship competition for the next semester. If the student earns credits in all subjects taken in the current semester, their right to participate in the scholarship competition is restored.
These regulations ensure that scholarships are awarded fairly and transparently, based on students’ academic achievements and in accordance with the legal framework established by the Republic of Azerbaijan.
