Regulations on the Reinstatement of Students Returning from Academic Leave or Dismissed from UNEC

  1. These Regulations govern issues related to the reinstatement of students at UNEC who are returning from academic leave or have been dismissed. They are based on the relevant provisions of the “Rules on the Transfer, Dismissal, Reinstatement, and Granting of Academic Leave to Students in Bachelor’s and Master’s Programs, and Basic Medical Education” approved by Decision No. 5/2 of the Collegium of the Ministry of Education of the Republic of Azerbaijan, dated 15 November 2017.
  2. In accordance with Articles 1.4 and 5.2 of the “Rules on the Transfer, Dismissal, Reinstatement, and Granting of Academic Leave to Students in Bachelor’s and Master’s Programs, and Basic Medical Education,” the reinstatement of students returning from academic leave is carried out by the following semester after the leave period expires. In accordance with Articles 1.4 and 4.1 of the same Rules, the reinstatement of dismissed students is conducted within 15 years and takes place during the winter or summer vacation periods.
  3. Students returning from academic leave or dismissed students must submit a written application for reinstatement by February 3 or September 3 (excluding non-working days).***a)Students returning from academic leave must submit an application addressed to the Rector of UNEC to the respective faculty, school, or center where they will continue their studies. b) Dismissed students must submit an application addressed to the Rector of UNEC to the General Department. Students dismissed before 2015 must also provide an “Archive Certificate” indicating the grades obtained during their previous studies.
  4.  Documentation related to the reinstatement of students (submissions from faculties, schools, or centers to the Rector of UNEC, and relevant orders) must, in all cases, be coordinated with the following university structures: Teaching Methodology Center, Finance and Supply Department, Center for Assessment and Management of Education Quality, Military and Special Department, Legal Department, Central Library, Internal Audit Department, Vice-Rector for Teaching and Learning Technologies, and General Department.

  •  In cases where UNEC does not offer the reinstating student’s specialization, the student must submit an application addressed to the Rector of UNEC to the General Department by January 15 or August 15 (excluding non-working days). After determining the specialization in accordance with the classification approved by the Cabinet of Ministers, UNEC will submit a formal request to the Ministry of Education of the Republic of Azerbaijan regarding the reinstatement. If students submit applications after January 15 or August 15, or if the reinstatement procedure is delayed due to circumstances beyond UNEC’s control, the reinstatement will be carried out during the next vacation period.
  • The portal transfer.edu.az of the Ministry of Education of the Republic of Azerbaijan operates for a limited period after the examination session. Faculty, school, and center heads must submit a consolidated application to the Rector of UNEC regarding the reinstatement of students who have applied for transfer by February 3 or July 5 (excluding non-working days).
  •  Faculty, school, and center heads must submit a consolidated application to the Rector of UNEC by January 15 or June 15 (excluding non-working days) for students participating in exchange programs who are seeking academic leave.
  • Students participating in exchange programs must submit the following documents: a)an invitation letter from the relevant foreign university. b) a document titled “Learning Agreement,” c) copy of the competition results document in compliance with the requirements of UNEC’s “Rules on International Academic Mobility for Students, Faculty Members, and Staff.”
  •  Submissions related to granting academic leave or reinstatement for students participating in exchange programs must be approved by the Director of the International Cooperation Department.
  • For students returning from exchange programs, faculty, school, and center heads must submit a consolidated application to the Rector of UNEC by February 3 or July 5 (excluding non-working days), prior to the commencement of the summer school or the fall semester.
