Purpose
Article 1. The primary purpose of these Regulations is to establish the fundamental rules and procedures for the short-term secondment of employees of the Azerbaijan State University of Economics (UNEC) to participate in symposiums, conferences, seminars, and other similar scientific events, as well as other professional activities abroad.
Basis for Secondment
Article 2. Short-term secondments of UNEC employees abroad within the framework of these Regulations shall be carried out on the following grounds:
a) UNEC employees may be seconded to attend symposiums, conferences, seminars, and other similar scientific events, as well as other professional activities abroad, as participants (listeners), for a period not exceeding 15 working days within an academic year. For such secondments, no financial support is provided from the university budget.
b) UNEC employees may be seconded to actively participate in symposiums, conferences, seminars, and other similar scientific events, as well as other professional activities abroad (e.g., by presenting papers, delivering presentations, chairing sessions, etc.), for a period not exceeding 30 working days within an academic year. For such secondments, financial support may be provided from the university budget to the extent possible.
c) Short-term secondments within the framework of national and international projects are also carried out in accordance with these Regulations. However, no limitations on duration or frequency are applied to such secondments. For secondments under projects not financed by the university, no additional funds are allocated from the university budget.
d) Short-term secondments arising from administrative duties of university staff in international organizations are not subject to the above-mentioned duration and frequency limitations, and no financial support is provided from the university budget for such secondments.
Procedures for Submitting and Reviewing Applications for Secondment
Article 3.
a) Employees submit a written application for short-term secondments abroad to the International Relations Department of the university. The application must include the location and dates of the proposed secondment, along with an invitation letter or supporting documentation and a completed special form (attached as an Annex to these Regulations), indicating the sources of funding for the secondment.
Applications must be submitted to the International Relations Department:
In exceptional cases, where unforeseen circumstances require urgent secondments (e.g., as mandated by the Rectorate or the Ministry), applications submitted at least 7 days prior to the commencement of the secondment may be accepted with the Rector’s approval.
b) Secondments of employees are carried out based on a recommendation by the Head of the International Relations Department and an order issued by the Rector.
c) Any payments related to the secondment from the university budget are made only after the employee submits documentation to the university’s accounting department confirming participation in the respective event.
Article 4. When reviewing applications for secondments under Article 2(b) that require financial support from the university budget, priority is given to events of the following nature:
a) Any international event where the university is one of the organizers.
b) International scientific conferences and symposiums recognized as prestigious by the international scientific community (e.g., those whose proceedings are published in indexed books or reputable scientific journals).
c) International events organized by international organizations.
d) International events aligned with the university’s profile.
e) International events relevant to the employee’s professional activities.
