Eldar Azadov was born on June 15, 1954 in Zangilan region. He graduated from Zangilan town secondary school #2 in 1970 and the Faculty of “Applied mathematics” of the Azerbaijan State University in 1976. He worked at the Cybernetics Institute under the Academy of Sciences of the Republic of Azerbaijan over 1976-1983 years. He got internship at the Institute of Economy under the State Planning Committee of the Republic of Lithuania over 1977-1978 years, entered the post-graduate study course of the Institute of Cybernetic under the Academy of Sciences of the Republic of Azerbaijan. During his study, he was sent to the Moscow Institute of Administration (1981-1983 years).
He worked in different positions at the Department of Automated Management Systems (AMS) of the Academy of Sciences of Azerbaijan Republic over 1984-1988 years and Baku Supreme Party School over 1988-1991 years. He was the senior teacher assistant professor, director of department and dean at the Baku Socialist Management and Political science Institute over 1991-1999 years. He worked in the position of the director of department and dean at the State Administration Academy under the President of the Republic of Azerbaijan from 1999 to April 03, 2014.
Since April 3, 2014, he has been working as the director of the Training-Methodical Center of Azerbaijan State University of Economics.
He is the author of up to 40 scientific articles, including 6 books, namely “Theory of games” (textbook, 1995), “Municipalities are the organizational form of local governance” (1998), “Municipalities of Azerbaijan: first experience, main challenges and development outlooks” (2004), “Public administration reforms: achievements, challenges, perspectives” (2005), “public administration: vocabulary” (2006), “Theory of public administration” (textbook, 2010).
He gained the scientific degree of candidate of economic sciences, assistant professor scientific title after successfully defending the thesis “Elaboration of imitation models for forecasting of development of city and urban economy” in 1993. He is engaged in scientific research related to local-governance, public administration.
Azadov Eldar Hasankhan was awarded the “Progress” medal for his contribution to the development of education in Azerbaijan with the Decree of the President of the Republic of Azerbaijan dated September 10, 2009.S
By the Order of the President of the Republic of Azerbaijan dated September 24, 2020, he was awarded the 3rd degree “Labor” order on the occasion of the 90th anniversary of Azerbaijan State University of Economics and for his services to the development of education in Azerbaijan.
