M.G.Zeynalov was born 06.02.1970 in Govushug village of Lachin region. He completed the secondary school of Hajikhanli of the same region. Within 1988- 1990 he served in the Soviet Army.
He finished Financial Economic College of Baku in 1992. In 2000 he graduated from the School of Law of Moscow State Social University.
In 2003 he graduated from the State Academy of Administration under the President of the Republic of Azerbaijan with honors. In 2008 he graduated from the post-graduation of the State Academy of Administration under the President of the Republic of Azerbaijan.
In 2011 Zeynalov defended his thesis on “Legal Regulation of Relations between the State and Municipal Authorities” and became a PhD in Law.
His labor activity began as an accountant, senior economist and senior auditor of the Republic Savings Bank of Garadag district Office in August of 1992.
Until 01.11.2021, he worked as the vice-rector for economic affairs of UNEC.
He was the director of UNEC’s Business Center in 2021-2022.
He is vice-rector for financial and economic affairs of Baku Engineering University.
He is a Assist. Prof. of UNEC “Regulation of Economy” department (0.5).
Within 1993- 1994 he was an active participant of the battles for Azerbaijan’s territorial integrity, as well as the defense of Beylegan and the cleanup of some villages of Fizuli regions such as Boyuk Bahmanli, Yagilvand, Arayatlin, Babin, Horadiz, Ahmadalilar and Jojug Marjanli of Jabrayil region.
On April 21 1994 he was strong injured in battles went near the village Horadiz.
From August 1997 to February 2009 he served as the advisor, Head of the Department and Section Head on the Department of Finance of the Ministry of Finance of the Republic of Azerbaijan Garadag district of Baku city.
In 1999 he became the member of the Gobustan Municipality during the first municipal elections of the Republic of Azerbaijan and served there until 2003.
In February 2009 he became a senior Advisor of the Fiscal, Monetary and Price Policy sector of the Department Economic Policy, Analysis and Forecasting of the Ministry of Economic Development of the Republic of Azerbaijan. In April 2011 he became the acting Head of the sector for Household Policy, in October 2011 the Head of the same sector and from March 2013 to April 2014 he was a Deputy Head of the same Department.
Zeynalov is the member of NAP since February 1993 and member of the NAP Garadag district’s Council.
By the Order of the President of the Republic of Azerbaijan dated September 24, 2020, he was awarded “Taraggi” medal on the occasion of the 90th anniversary of Azerbaijan State University of Economics and for his services to the development of education in Azerbaijan.
He is married, has three children.
