He was born on July 12, 1972 in Alakli village of Sharur region of Nakhchivan AR.
Education:
1979-1989 Arabyengija village secondary school;
1989-1994 – Faculty of Mechanics and Mathematics of BSU;
In 1997-2001 he graduated from the law faculty of BSU on the second specialty;
In 2001-2004, he graduated from the Academy of Public Administration under the President, the Faculty of Public and Municipal Administration.
He is a candidate of technical sciences since 2006, co-author of 2 books (Commentary on the Labor Code, Scientific-Practical Commentary on the Labor Code), has more than 20 scientific articles.
Labor activity:
1994-2000 – Engineer at the Department of Theoretical Mechanics and Integral Mechanics of BSU;
From 2001 to present, lecturer-associate-professor at the department of Legal Regulation of Economics of ASUE (UNEC);
In 2000-2006, he was the chief clerk for inter-party relations of the Ideological Department at the Central Office of the NAP;
2006-2010 Sector Head of the Poverty Problems and Targeted Social Assistance Policy Department of the Ministry of Labor and Social Protection of Population.

Since 2010, Deputy Chairman of Az. RCTUOGiW, Member of the ATUC Assembly;
Since 2020 MP of the Milli Majlis of the 6th convocation, Chairman of the Committee on Natural Resources, Energy and Ecology.
Married and has 3 children
Political activity:
He started his political activity in 1992 in protest of Article 121, paragraph 2 of the Constitution, which restricts the return of our national leader Heydar Aliyev to power.
He has been a member of New Azerbaijan Party since February 13, 1993.
He was the first chairman of the organizing committee of NAP Youth Organization.
In the elections to Milli Majlis of the Republic of Azerbaijan in 2000, he was represented in the proportional list of NAP.
In 2005, NAP nominated a candidate from the 34th constituency of Khatai district.
He was nominated by New Azerbaijan Party in 2020 from the 54th constituency in Shabran-Siyazan district, and is currently a deputy in that constituency.
His biggest award was to be thanked by national leader Heydar Aliyev for his political activity at a meeting of NAP Board attended by Mr. Ilham Aliyev.
