Cand. of Tech. scien., Assist. Prof., Gulmammadov Rufat Hasan
He was born on January 8, 1963 in Garabaghlar village of Sharur region of Nakhchivan Autonomous Republic. In 1980 he entered the faculty of mechanics and mathematics of Azerbaijan State University (now Baku State University). He graduated from the same faculty in 1985 with a degree in mathematics.
In 1989-1993, he continued his postgraduate studies at the Space Research Institute of Natural Resources by correspondence. In 1997, he defended his dissertation on “Development of effective methods and algorithms for the classification and naming of surface objects based on the analysis of multidimensional panoramic data” and received the degree of Candidate of Technical Sciences.
In 1985-2000, he conducted research and practical work at the Space Research Institute of Natural Resources. He worked as a junior researcher, researcher, leading researcher and head of the sector at the same institute. In 1990-1991, he took internships at the Computing Center of the Russian Academy of Sciences and the Russian Space Flight Control Center.
From 1994 to 2000 he gave part-time classes at the “Automation of Production Processes” faculty of Azerbaijan State Oil Academy.
From September 2000, he worked as a senior lecturer at the department of “Economic Informatics and AIS” of Azerbaijan State University of Economics, associate professor at the department of “Information Economics”, assistant to the rector on the application of information technology and head of the research laboratory “Economic Informatics”. He has been a member of the High Scientific Council and the Educational-Methodical Council of Azerbaijan State University of Economics. In 1997-2005, he also headed the hardware and software of New Azerbaijan Party.
From December 20, 2004 to March 1, 2005 he worked in the State Radio Frequencies Department of the Ministry of Communications and Information Technologies of the Republic of Azerbaijan on a contract basis.
Based on the decision of the High Scientific Council of Azerbaijan State University of Economics, in 2005 he was awarded the scientific title of “Associate Professor” by the Higher Attestation Commission.

From March 1, 2005 to July 6, 2006 he was the Head of the Scientific Potential Sector of the Strategic Planning and Scientific Potential Department of the Ministry of Communications and Information Technologies; from July 6, 2006 to August 3, 2010 he was the Head of the Information Society Development Department of the Ministry of Communications and Information Technologies. From August 2010 to March 2013, he was the head of the Analytical Sector for Socio-Economic Development of the Regions of the Department for Work with Regional and Local Self-Government Bodies of the Presidential Administration of the Republic of Azerbaijan. From March 2013 to February 2016, he worked as the head of the Information Center of the Secretariat of the Central Election Commission of the Republic of Azerbaijan. At present, he works as a senior adviser to the department of Territorial Organizational Affairs of the Presidential Administration of the Republic of Azerbaijan. He is the chief adviser of the civil service. He also continues his scientific and pedagogical activity as an associate professor of “Digital Economy and Information and Communication Technologies” Department of Azerbaijan State University of Economics. He is working on his doctoral dissertation on “Problems of innovative development of regions on the basis of information technology.”
- Gulmammadov was named the “International Person of the Year 2011” in information technology by the American Biographical Institute in 2011 and was awarded a certificate.
He has published more than 70 scientific articles in foreign journals, mainly in English and Russian, including 2 textbooks – “Fundamentals of the Internet” and “Information Systems in Economic Relations”, as well as “Teaching experience in personal computers”, “Economic information processing”. He is the author of curricula for bachelors in “Computer Technology” and “Information Systems in International Economic Relations”.
He has participated in various international exhibitions, conferences and trainings (USA, China, Tunisia, Russia, Thailand, Sweden, Switzerland, Slovenia, etc.) and has been awarded relevant certificates.
He speaks Turkish, Russian, English (intermediate), French (elementary).
He has been a member of New Azerbaijan Party since 1997. He is married and has two children.
