A joint meeting of the Working Group on the Evaluation of Looses and Casualties as a Result of the Occupation of Armenian Armed Forces (WGELCROAAF) and Working Group on the Assessment of the Damage Caused to Azerbaijan as a Result of Occupation of Lands (WGADCAROL) under UNEC has been held at Azerbaijan State University of Economics (UNEC).
Heads of both Organizations-Member of Parliament, Head of UNEC Department, Professor Khanhuseyn Kazimli and Deputy Director of the Scientific-research Institute of Economic Studies performing under UNEC, Professor Rovshen Guliyev, as well as members of the WGELCROAAF, Professor Tapdig Hasanov, Nusret Ibrahimov, Ibrahim Guliyev, Mirzali Fataliyev and members of UNEC WGADCAROL Professor Hamza Khalilov, Head of the Department of BSU, Professor Hajiagha Rustambayov, a senior fellow of UNSRIES Farhad Mikayilov, Head of the Department of BBU, Associate Professor Anar Azizov, Dead of Department of the Institute of Economy of ANAS, senior fellow Tanriverdi Pasha, teaching staff of the University of Caucasus, Associate Professor Bilal Dadayev and other members of the both working groups attended the meeting.
Noting that the main goal of the WGADCAROL established with UNEC Rector, Professor Adalat Muradov’s initiative is to help WGELCROAAF, R.Guliyev delivered information about the acquaintance of group members with the report developed by the WGELCROAAF, a huge amount of workd done by the group members and especially the collection of important database. R.Guliyev highlighted the importance of the type of researches to answer two principles: “Systematic-taking into account all the damage items and interaction of a variety of different blocks during the study. Substantiality-the possibility of protection of both the original data and the calculated quantity indicators at any level”.
At the same time, he said that the information in the report is not enough for UNEC WGADCAROL in the direction of making the assistance to WGELCROAAF on the basis of these principles, therefore there is a need for a complete description of the methodology, preliminary data, programs carrying out the calculations and regular consultations with the members of WGELCROAAF who made calculations. Noting the meeting had been organized mainly with this purpose R.Guliyev expressed his gratitude to the members of WGELCROAAF for accepting the invitation to come to the meeting.
Stressing the extend of the importance of investigated matters for Azerbaijan people and the special control rendered to by the administration, Member of the Parliament, Kh.Kazimli spoke about the performances of the body run by him and the problems faced; expressing his gratitude to UNEC Rector, Professor Adalat Muradov for the initiative to establish WGADCAROL, he noted the need for support of the body represented by influential economists.
Methodologies applied by WGELCROAAF in the process of evaluating on various items of damage and the support opportunities and directions of UNEC’s WGADCAROL to improve the application of these methodologies were debated within the meeting. Members of UNEC WGADCAROL undertook to conduct research on two specific points of assessment methodology.
Members of both working groups pointed the necessity of the kind of meetings and consultations.
