He was born on March 1, 1950, in Baku.
He studied at secondary school No. 172 and music school No. 1.
In 1971, he graduated from Azerbaijan Institute of National Economy (now Azerbaijan State University of Economics).
He began his pedagogical activity in 1975 as a teacher at Baku State University.
In different years he was elected a member of the Great Scientific Council of the university, dean of the faculty, chairman of the state examination commissions. He served as executive secretary of the commission for the admission of students to other cities, chairman of the control commission of the university party committee.
In 2004-2009, he was the chairman of the Expert Council on Economics and Law of the Higher Attestation Commission.
Since 1998, he has been a member of the board and rector of the Yasamal district branch of the New Azerbaijan Party, chairman of the first party organization of the university, and since 2000, head of the Yasamal District Intellectuals Society. He is a doctor of economic sciences.
He has been the rector of the Azerbaijan Socio-Political University since 2005. In the 1990s, this educational institution was the Public Political College under BSU. Later, it became an independent university, such as the Higher Socio-Political College.
He is currently a professor at the Department of Theoretical and Practical Economics of the Azerbaijan State University of Economics.
