He was born on September 30, 1942 in the village of Nus-nus of Ordubad district of Nakhchivan Autonomous Republic.
He got his secondary education at the same village.
He studied in correspondence at the Financial and Technical College and at the Food Industry College in the evening.
He worked as a club director, chief observer at the Ordubad Hydrometeorological Service, as a plumber at the Baku Biscuit Factory in Nus-Nus village.
He served in the military in 1963-1965.
In 1969 he graduated from Azerbaijan Institute of National Economy with honors and was appointed as a laboratory assistant at the department of Political Economy of the Institute.
From 1970 to 1973 he studied in the postgraduate department (part-time).
In 1974 he defended his thesis on “Economic Dispersion in pre-Revolution Azerbaijan” and was awarded the degree of Candidate of Economic Sciences.
He worked as a teacher and senior lecturer of the department. In 1981 he was awarded degree of Associate Professor.

In different years, he replaced the position of head of the department, the dean of the preparatory faculty.
He worked as a deputy dean for correspondence education of the faculty of “Accounting and Economics” in 1986; in 1987-2006 he was the dean of the same faculty.
In May 2014 he defended his doctoral dissertation (Subject: “Economic problems of formation and development of private organizations in agrarian sector”).
In 2015, he was approved by the Attestation Comission of Azerbaijan Republic and was awarded a doctorate in economics.
Since 2016 he has been a professor at the UNEC department of “Theoretical and Practical Economics”.
By the Order of the President of the Republic of Azerbaijan dated September 24, 2020, he was awarded “Taraggi” medal on the occasion of the 90th anniversary of Azerbaijan State University of Economics and for his services to the development of education in Azerbaijan.
He is the author of more than 100 scientific works.
He is married, has four children and grandchildren.
He died on December 25, 2020.
