He was born on February 15, 1976 in the city of Agjabadi.
In 1993, he finished Agjabadi city secondary school No. 4 named after S. Vurgun.
In the same year, he entered the “Economics and Management” faculty of “Tafakkur” University.
After graduating in 1997, in 1998 he entered the master’s program of “Regulation of the Economy” faculty of Azerbaijan State University of Economics.
In 2000, he completed his master’s degree and in 2001 entered the graduate course of Azerbaijan State University of Economics.
In 2005 he defended his dissertation and received the degree of PhD in Economics.
At present, he works as an associate professor at the “Economic Law” department of Azerbaijan State University of Economics.
By the Order of the President of the Republic of Azerbaijan dated September 24, 2020, he was awarded “Taraggi” medal on the occasion of the 90th anniversary of Azerbaijan State University of Economics and for his services to the development of education in Azerbaijan.

He is the author of more than 20 scientific articles, curricula, teaching aids and textbooks on “Legal regulation of investment activities” and “Economic Law” on investment and economic regulation. *
Since October 2012, he has been assigned as a candidate for a degree on the doctor of sciences program to the department of Economic Law.
He has served as deputy director of the UNEC Center for Educational Quality Assessment and Management.
From 19.10.2020 to 2024, he worked as the director of the UNEC Examination Center.
From 03.09.2024, he was transferred to the position of the head of the International Master’s and Doctorate Center.
By the Order of the President of the Republic of Azerbaijan dated September 24, 2020, he was awarded the “Progress” medal on the occasion of the 90th anniversary of Azerbaijan State University of Economics and for his services to the development of education in Azerbaijan.
Married and has two children.
