He was born on January 28, 1980 in the city of Baku.
In 1997, he finished Baku Secondary School No. 45 named after N.Narimanov.
In the same year, he entered the faculty of Economic Regulation of the Azerbaijan State University of Economics.
In 2001-2003 he completed a master’s degree in “Legal regulation of the economy.”
Since 2009 he has been a candidate for a degree on “Legal regulation of the economy” at the “Economic Law” department of UNEC.
In 2013, he defended his thesis and received PhD in Economics.

He is the author of more than seven scientific articles on poverty reduction and social inequality.
Until 2017, he worked as a teacher at the department of «Economic Law».
He is currently a senior lecturer at the department of «Economic Law» of UNEC.
Married and has three children.
