Doctor of Economic sciences, prof. Balayev Rasul Anvar
He was born on August 2, 1956 in Lahij settlement of Ismayilli region.
In 1973-1978, he studied at Azerbaijan Institute of National Economy named after D. Bunyadzade (now Azerbaijan State University of Economics) and graduated with honors with a degree in the organization of mechanical processing of economic data.
In 1978-1981 he worked at the Azerbaijan branch of the All-Union Scientific Research Project-Technological Institute.
In 1981-1984 he studied at the full-time postgraduate course of Azerbaijan Institute of National Economy.
In 1987, he defended his dissertation at the Specialized Council of the Institute of Cybernetics of the Academy of Sciences of Azerbaijan and received the degree of Candidate of Economic Sciences.
In 2001, he defended his dissertation and got a degree of doctor of economic sciences.
In 1985-1989, he worked as a researcher at the Institute, then as a lecturer, head lecturer, associate professor at Azerbaijan State University of Economics. He is currently a professor at the department of Digital Economy and ICT at UNEC.

He is the author of 4 monographs, several textbooks, manuals, booklets, more than 80 scientific articles published in the country and abroad.
He is a member of the Specialized Defense Councils. He has published more than 100 newspaper articles in Azerbaijani, Russian and English.
He is married and has two children.
