He was born on June 30, 1961 in Dasta village of Ordubad region, Nakhchivan Autonomous Republic.
In 1968-1978 he studied at the secondary school No. 1 of Ordubad city.
In 1978 he entered the Azerbaijan Institute of National Economy (now Azerbaijan State University of Economics);
He graduated from the same institute in 1982.
He served in the Soviet Army in 1983-85.
In 1985-1988 he worked as an economist at the Sumgayit “Synthesis Rubber” plant.

In 1988-1991 he studied at the full-time postgraduate course of the Institute of Economics of ANAS.
Since 1994, he has worked as a researcher and leading researcher at Azerbaijan State University of Economics.
He defended his thesis in 2002 and is a candidate of economic sciences.
He is the author of one textbook, one textbook, one practical-methodical manual, more than 30 scientific articles and theses.
Since 2010, he has been a senior lecturer at the department of Economic Regulation.
Married and has two children.
