Doc. of Econ.scien., Prof. Huseynova Arzu Dogru
She was born on July 21, 1966 in Baku.
She studied at secondary school No. 80 in Baku (1973-1983). She studied applied mathematics (1983-1988) at the faculty of automation of production processes of Azerbaijan Institute of Petroleum and Chemistry named after M.Azizbeyov (now the Azerbaijan State Oil Academy).
From 1988 to 2005 she worked as a programmer and other leading positions in various organizations.
From 2005 to April 2014, she has worked as the First Deputy Director of the Center for Scientific Innovations (CES) of ANAS. In 2014-2016, she worked as the head of the Innovation Development Department at the Research Institute of Economic Reforms of the Ministry of Economy of the Republic of Azerbaijan.
On June 27, 2007 she defended her dissertation on “Information support system for the study of scientific problems” and received the degree of Candidate of Economic Sciences by the decision of the Supreme Attestation Commission under the President of the Republic of Azerbaijan.
On October 5, 2010 she was awarded the title of associate professor of mathematical and instrumental methods of economics.
In 2016, she defended her doctoral dissertation on “Improving the management mechanism of innovation potential in Azerbaijan”, on November 25, 2016 by the decision of the Supreme Attestation Commission under the President of the Republic of Azerbaijan she received the degree of Doctor of Economics.
In 2009-2014, she was the head of the program “Creation of advanced technology and innovation database in the Republic of Azerbaijan and development of the national innovation system”, in 2014 a senior expert on the draft budget “Establishment of Techno park and Agricultural Techno park (AGROPARK) for technological innovation, which is important for the economic development of Azerbaijan.” In 2015, she was the head of the draft budget “Assessment of innovation activity in Azerbaijan and preparation of proposals and recommendations to increase the efficiency of innovation activities.”

She is the author of 9 books and more than 90 scientific articles. Most of them have been published in prestigious journals and conference proceedings abroad. She has 3 copyright certificates.
She has made reports at international conferences and seminars in Moscow, Kiev, Khmelinsk, Minsk, Tashkent, Almaty, Samara, and has been elected chairman of the plenary session of the event.
She started her pedagogical activity in 1989. She taught at Azerbaijan Institute of National Economy Management, Baku Ataturk Faculty, Western University, Azerbaijan State University of Economics, National Aviation Academy.
She has been awarded grants from international organizations: Canadian Society, Computer Literacy Course with Afghans, lecturer; “Iqfotek” Public Union for Development of Information and Telecommunication Technologies, “Familiarization with Information Technologies” course for Ministry staff, “MS EXCEL spreadsheet – for business people”, IATP Distance Education Academy.
She was awarded the title of Distance Education Consultant by the US Government-funded International Research and Exchanges Board (IREX).
She is currently a professor at the department of Digital Economy and ICT at UNEC.
She is married and has a child.
