He was born on March 28, 1975 in Golkand village of Krasnoselo region of Armenia.
In 1992, he graduated from the secondary school of Jeyranbatan settlement of Absheron region with a silver medal. In 1993, he graduated from the Turkish language training course at Ankara University of Shishli TOMER. In 1998, he graduated from Marmara University in Turkey with a bachelor’s degree in Business Administration. In 2001, he graduated from Yildiz Technical University in Turkey with a master’s degree in Business Administration (MBA) with a thesis “The impact of strategic management in companies on the organizational structure of companies.” He graduated from Istanbul University, Turkey in 2008 with a doctorate in Economics. He defended his thesis on “Economic development policies applied in Azerbaijan on the example of the agricultural sector” and received the degree of Doctor of Philosophy (PhD) in Economics.

In 2016, he participated in a training course for managers at the Tubingen Export Academy in Baden-Wurttemberg, Germany, as part of a joint project with the Ministry of Economic Development of Azerbaijan and the GIZ organization of the German Ministry of Economy and Energy.
He is currently a lecturer at the department of “Economics and Management” of the International Master’s and Doctoral Center of Azerbaijan State University of Economics and the head of the program on “Finance” and “Accounting and Auditing”.
His booklet ““Aid for trainers on small business activities and business plan development” has been published as part of the International Organization for Migration project.
In 2021, he was appointed head of the UNEC Center for Small and Medium Business Development.
