In 1973-1978 he studied at the Physics Faculty of Azerbaijan (Baku) State University.
In 1978-1979 he worked as a senior engineer at the Institute of Space Research of Natural Resources of Azerbaijan Academy of Sciences.
In 1979-1981 he was an intern-researcher at the Institute of Physics and Technology named after A.F Ioffe (Leningrad) of the USSR Academy of Sciences, in 1981-84 he was a post-graduate student in the full-time department under the leadership of Nobel Laureate, academician J.I. Alfyorov. In 1985, he defended his thesis at the Scientific Council of the Institute and received the degree of Candidate of Physical and Mathematical Sciences.
In 1985-2002 he worked at Baku State University (BSU) as a senior researcher, chief instructor of the educational part, in 2002-2005 he was a PhD student of the department of Philosophy at the faculty of Natural Sciences of BSU. On September 23, 2006 at the dissertation council at Baku State University the defense of the degree of Doctor of Philosophy on “Logical gynecological analysis of paradigms and methodological principles of modern physics” was organized. By the decision of the Presidium of the Supreme Attestation Commission under the President of the Republic of Azerbaijan dated 23.02.2007 (Minutes № 04.R) he was awarded the degree of Doctor of Philosophy.

From July 2002 to December 28, 2006 he was the director of the Center for Scientific Research on Youth Problems under the Ministry of Youth, Sports and Tourism; from December 1, 2006 to July 13, 2015 he was the director of the Scientific-Methodological Center for Cultural Studies of the Ministry of Culture and Tourism of the Republic of Azerbaijan. From July 13, 2015 to July 1, 2016 he was the director of the Baku College of Management and Technology of the Ministry of Education of the Republic of Azerbaijan. Since September 23, 2016, he has been the director of Baku Food Industry College of the Ministry of Education of the Republic of Azerbaijan. He is a professor of Odlar Yurdu University.
He is the editor-in-chief of the international scientific journal “Modern Cultural Studies”, which is included in the list of scientific publications of the period recommended for publication of the main results of dissertations in the Republic of Azerbaijan. He is a member of the editorial board of the international scientific journal “News of the Eurasian Academy of Administrative Sciences”.
He is the chairman of the New Azerbaijan Party’s Nizami regional branch and Baku Food Industry College territorial first party organization.
He is a member of the Expert Council on Philosophy, Pedagogy, Psychology and Theology of the SAC under the President of the Republic of Azerbaijan. In 2007 he was awarded the honorary medal “Science Elite” of the International Chamber of Awards.
He is the author of more than 80 scientific works, including 4 inventions, 8 monographs, 3 textbooks for universities, 1 curriculum. His one curriculum, a textbook and a monograph are in print.
