ABOUT US
Center for Monitoring of Labor Market was established by the Decision No-162 of the Scientific Council of the Azerbaijan State University of Economics on December 6, 2018 and the order of UNEC Rector No 1121/3/2018.
According to the order of UNEC Rector No 1143/3/2018 leadership of CENTRE FOR MONITORING OF THE LABOR MARKET is entrusted to Ismail Elman Ismayilov, Associate professor of the Department of Economics and Organization of Labor.
OUR PURPOSE:
Study and evaluation of changes of the current situation in the labor market of our republic and the region, as well as the current situation in the labor market of the CIS countries, modern trends in the international labor market.
OUR TASKS: (Our activity)
Participation with UNEC faculties and departments in scientific and methodological support of the educational process, joint work on the development of training programs, methodical aids and textbooks for the implementation of staff -training in accordance with the requirements of the international labor market;
Participate in the creation of an advanced forecasting system for the medium and long term, taking into account the quantitative and qualitative parameters of the labor market, as well as determining the necessary qualifications in the labor market;
Determination of strategic employment in the labor market in accordance with the requirements of the Strategic Roadmap for the Development of Vocational Education and Training in the Republic of Azerbaijan, approved by the Decree of the President of the Republic of Azerbaijan dated December 6, 2016, No 1138;
Participation in the development of normative documents on establishment of the National Labor Market Observatory in Azerbaijan; preparation of proposals of UNEC scientists and experts to the Ministry of Labor and Social Protection of the Republic of Azerbaijan to make these documents more perfect ;
To study the experience of many developed countries in the field of labor market monitoring and forecasting, participation in international conferences and seminars in this area, coordinate the conduct of relevant symposiums, seminars, conferences and other intellectual discussions in the country;
To cooperate with national and international organizations tracking the changes in the labor market, studying the situation in this area and determining the direction of development, as well as with the Ministry of Education, Ministry of Labor and Social Protection of the Republic of Azerbaijan, State Agency for Vocational Education, International Labor Organization, United Nations Development Program, and other government agencies and educational centers;
Development of proposals for the establishment of mechanisms for the certification of labor resources of the country in accordance with relevant standards by studying international experience;
Development of scientifically grounded proposals to improve the preparedness of young people to enter the labor market; identification of strategic directions of the transition of youth to the labor market;
Provision of methodological support to other educational institutions for the implementation of scientific research in the labor market, the issuance of printed editions, the implementation of human resources training in the Republic of Azerbaijan in accordance with current and prospective labor market requirements;
Participation in reforms in the vocational education system for the training of competitive young people who meet the requirements of national and international labor markets; to submit proposals to the State Agency for Vocational Education to prepare vocational schools and lyceums for the adaptation of primary and secondary special education to the labor market, as well as to identify future occupations in future economic trends of the country;
To study the methods used in international practice to increase the interest of young people in vocational education, to voluntarily direct them to vocational schools and lyceums, to prepare proposals for graduates of vocational educational institutions in the labor market:
Improving the quality of education in higher educational institutions and universities, adapting the teaching specialties to changing labor market requirements, , study of employers’ requirements for recruiting graduates for jobs in the area of specialties, and identify problems with monitoring and submit them to the appropriate addresses. As well as participation in active activities (for example, job fairs) with the participation of employers in order to facilitate access of high school graduates to the labor market;
Develop a set of proposals for the creation of the necessary housing and employment infrastructure to encourage young people to move to regions where there is a shortage of labor;
Develop scientific programs to improve the institutional environment aimed at enhancing the dynamic alignment between supply and demand in the labor market, the creation of a business environment in accordance with high international standards, the deepening of structural reforms, the increase of investment activity, and the high level of human capital development.

Conduct research on the current situation in the labor market of the Republic and the region, as well as the CIS countries, as well as the current trends in the international labor market.
Submission to the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan by preparing UNEC scientists ‘and experts’ recommendations for further improvement of regulatory documents by preparing UNEC scientists ‘and experts’ recommendations for further improvement of regulatory documents with accordance the establishment of the National Labor Market Observatory in Azerbaijan
Training of competitive young professionals; to develop a joint proposal package with the State Agency for Vocational Education for identifying occupations that will be in demand in the future with respect to the formation of the vocational education system in line with the labor market requirements, as well as the country’s future economic development
Meetings with entrepreneurs in large companies and regions in Baku to learn about their demand for qualified staff, and their views on graduates of higher and professional schools. At the same time, seek financial support from them in developing curricula, methodical aids and textbooks for their training as well as for the changing requirements of the labor market.
Conduct monitoring and research to assess changes in the labor market; and submit to companies and relevant funds for the development and financing of projects for the establishment of an advanced forecasting system for the medium and long term, with the identification of the necessary qualifications in the labor market.
